I have done a tiny amount of jail ministry and this phrase sums up what a person in jail goes through when released.
I just spent 60 days in the jailhouse

Now here I am back out on the street

Sadly, they are just dropped somewhere. Often they are in jail because of bad decisions made in very tight places. I think the band and these lyrics relate.
