American elections are all about voter turnout. You need to keep your base and as many swing voters as possible engaged and motivated to get out to vote. In actuality, I think most swing voters don't really swing between parties but swing between voting and not voting.

That's why voter suppression in predominantly democrat districts is so important to the republicans.
