There should be an understanding of how and why someone from the IRS showed up at his house. The likelihood is that you've got someone acting on their own, but there needs to be a disclosure of what happened.
If it happened, it's a really stupid move, and anyone involved should be fired. That includes Biden, but there is no way he'd allow that. He's been around too long to do something so petty with no real personal upside.
