Indeed. It's certainly one of the more interesting forms of "graffiti".

The NYPD PR person appears to have wised up/spun it a bit (maybe they can't quite afford being painted as even as even bigger f tools after the stop & frisk brouhaha, as well as it actually being good PR for the city):

I totally understand that they may not like it, but, shock, horror, what part of "graffiti artist" in his description did everyone miss.  I have to say in Bristol where I often work they treasure walls he has "defaced" but again, that's their perspective on it, which may differ from New York's.  Fo me I think Banksy adds colour to a sometimes bland world.

NYPD Intent On Bringing Banksy To Justice: Gothamist
Banksy may be the hero Gotham deserves, but he's not the one it needs right now, or something, according to the NYPD, which is making his arrest a top priority. The department's legendary Vandal Squad, which aggressively pursues graffiti artists, is reportedly on the hunt for Banksy. "They want to question him in connection with the vandalism,” one law-enforcement source tells the Post. "If they catch him, he will be charged with vandalism."
