Not sure about Canada but I heard of it occasionally in California. Elderly people can get "lifeline" service status, where they get a small amount of power per month at little or no charge. Maybe enough to keep the lights on but not run a house full of appliances. So the power company winds up with no reason to turn off the service for non-payment.

I got the impression the heirs cleaned the place out after being notified. But who was paying for the electricity on a place that hadn't been occupied in decades? Edit: must have been the raccoons....

A friend wanted me to create a poster for a clothing drive which would be collected and donated to a nursing home/rehabilitation center. So, I found the web site for this center and thought it was really nicely designed and they had a good choice of typefaces used. I figured the poster I created should have the same look and use the same font. My question was, how do I identify what font that web site uses? By the Power of Google I found this cool web site.
