That's a good find.  I should have known that picture was from Shorpy.  I assumed that photo was taken in some relatively urban area in the north, but I was thinking the Northeast, not Michigan.  Yeah, that costume must be some sort of clown or gypsy, or something like that, and then they improvised that mask.

The mask looks like some Injun brave. The outfit looks like a clown or cowboy. Weird stuff.
 
The kid's wearing a jacket under the short-sleeve top, I think. That makes it more like some sort of Genie outfit...

I've been trying to figure that out.  Parts of it must be from those old Ben Cooper costumes.  More research is required.
