Yeah, essentially it means "popular music".  I remember over the years they would have some broad explanations of how their nominees fit the definition(s).

Zevon as a performer and composer. Maybe not enough mass commercial appeal. He was influential, though, and unique.

I love some of Zevon's work...Excitable Boy I still have on vinyl...but he doesn't strike me as an "all-timer".  So I got to wondering who the nominees were.
