Raffa is where all the tunnels are that are used to smuggle everything in from Egypt. These tunnels are the oldest and most fortified. The northern tunnels have been pretty much destroyed and are no longer useable. Also remember that Raffa used to straddle the Gaza / Egypt border and Egypt essentially destroyed the part of Raffa that was on their side.
Hamas depends on their tunnels for their very survival. That is why they have returned to Raffa and it is their last stand, if Israel is allowed to go in there and finish the job. Israel is going to take out Hamas and their tunnels and with a little luck maybe bury them in their own tunnels. Israel has technology where they drop a device that deploys a rapidly expanding foam that essentially makes an airtight plug that is next to impossible to remove.
Biden isn't saying don't destroy Hamas... he, and the rest of the world mostly... are saying that you don't need to kill tens of thousands of people in the process. Take some time. Be strategic. The Israeli problem is that Benji doesn't have time. He's working for his own preservation... something you support at home and abroad.
