Thankfully, it's not democratic, it's eclectic - and Bill is the one who picks the raisins. Do you really only want to hear the tracks with the highest ratings? Then you might as well go back to mainstream commercial stations, and enjoy the "greatest hits of the 60s, 70s, and 80s".
BTW, I like this song a lot (and the others on the album), and I gave it a 10 :)

Yes, one part lullaby indeed.
Other partS are fairly OK, though.
Outstanding tune from one of the best albums of the Electronica genre. Regarding the distortion, if there is any, it is balanced well with the clarity of the bells--a solid effect heard in albums like Dark Side of the Moon and Abbey Road (transition between I Want You and Here Comes the Sun).
I like this song. The drums behind the simple harmonies, I think, make for a very effective song. :)
I agree with Rob. The background noise made me think I had a hardware problem. The distortion, in my opinion, only detracts from a fairly weak tune. :(
